Activist says Rocky video shows dog-catching SOP was breached

KLANG – A viral video showing a dog known as Rocky being dragged and beaten during a catching operation by the Klang Royal City Council (MBDK) is alleged to have breached the standard operating procedure (SOP) set for such operations.

Animal rights activist and lawyer Rajesh Nagarajan said he was disappointed by the incident, particularly by the Klang mayor's statement that the operation had complied with the SOP.

"If it was truly complied with, it is as though the killing of 'Rocky' (the dog) was the right thing to do, when it makes no sense at all," he said in remarks translated from Malay.

"We can see for ourselves the video showing Rocky being dragged and beaten, when the SOP states that the loop used must be made of rope and not metal. This clearly was not followed and the dog was abused," he added.

Earlier, he joined more than 70 people, including activists, in a peaceful gathering on the issue outside the MBDK building here this afternoon.

Rajesh said he also had a copy of the SOP issued and stated confidently that it was not adhered to at all.

"As a lawyer, I have examined and know what is provided for in the SOP concerned.

"The case can also be investigated by police under Section 29 of the Animal Welfare Act 2015," he said.

Kosmo! observed that the gathering, which lasted more than an hour, proceeded smoothly under tight control by dozens of police personnel and MBDK staff around the area.

Earlier, Kosmo! reported that South Klang district police chief Assistant Commissioner Lim Jit Huey said the investigation papers into Rocky's death had been submitted to the Deputy Public Prosecutor's Office and were awaiting further instructions.
